The Knowledge Management Education Forum (KMEF) is an on-going, annual dialog hosted by Kent State University and George Washington University. We invite and welcome your participation and collaboration in this endeavor to identify and grow consensus on the knowledge management body of knowledge, competencies, roles and curriculum.

The goal of the KM Education Forum is to create an environment in which this consensus can evolve. It aims to bring together the current and past thought leaders in the field of knowledge management to discuss their work, and to open the dialog where others can contribute. We envision the Forum as an ongoing, annual dialog that will mirror this emerging profession.

This is the sixth of a weekly series of free webinars supported by Kent State University from Tuesday, March 15, through Tuesday, April 26, 2011; invited speaker presentations and a moderated discussion.

These webinars will focus on four key questions:

  • Question 1: What strategic roles and responsibilities do Knowledge Professionals play in organizations today – across all sectors of the economy?
  • Question 2: What competencies do Knowledge Professionals need to lead knowledge organizations in the 21st century?
  • Question 3: What are the core and elective elements of a knowledge management curriculum for the 21st century?
  • Question 4: How can we support these competencies in professional training, at the certificate level, at the master’s and PhD. levels?

This talk will trace the history and emergence of the original DoD KM Methodology into the robust KM Methodology it is today. It now serves as a core element of the KM Institute’s KM Body of Knowledge (KMBOK)™. The associated Knowledge Maturity Model (KMM)™ will be introduced as well.

Then, the implications for KM roles, responsibilities, skills and competencies and requisite education, training and certifications will be detailed. This will be done with a view to the way forward, including an integration of university and KM Institute efforts, dual awards (degree and certification) and an innovative CEU Program.

This presentation could be a milestone toward a renewal and enrichment of the original US Gov “CKO Roles” and “CKO Skills and Competencies”, including expansion to all the KM roles that have emerged over the decade.

About the Speaker


Engineering graduate of the US Air Force Academy (combat pilot-Viet Nam)-- MSIE in Operations Research, MBA in Business Economics (UCLA). Was pioneering KM practitioner: at DoD think tank, designed KBase Tool for DoD (1994); was Chief Knowledge Engineer/Sr. Technical Fellow for US$30B Northrop Grumman (1995-01). Consulted/mentored: World Bank (1996), UN (2000), NASA (2000-1), Islamic Development Bank, and Kuwait Inst for Scientific Rsch (2008), and many US government agencies/commercial firms. Notably, provided custom KM certification programs or public classes for all COCOMs including: Northcom (5 yrs) Eucom (3), Africom, SoCom, etc., and other major commands--USF-Korea (2); over 150 CKM workshops in ten years. Also, delivered train-the-trainer program at Warrant Officer Career College (Ft Rucker, AL) and most recently for CENTNAVINTEL (Va Beach, VA) with many other gov and civilian organizations preparing to become self-sufficient in KM training (in-house) through this program.

Founded first KM Chapter (DC-1998) and the KM Institute (2004); developed the internationally acclaimed KM Certification Workshop (CKM) in 1999-01, which is now the world’s only self-paced, interactive video KM Certification Program--the int’l standard with over 3,600 Certificants worldwide, with the dominant CKM market share, (over 80% since 1999); created the first universal, core KM certification program – Certified Knowledge Practitioners (CKP)™ now being taught internationally, the site licensed interactive video KM Awareness Series™ and the associated certified train-the-trainer program, a requisite change mgmt strategy for KM success.

Michael Sutton: What tool was used to create the slide coming up entitled: KM Methodology (funded by US DoD)

Denise : One thing I wonder about is whether the early high expectations for CKO's actually transformed into the proliferation of CIO's - due to the heavy alignment of KM with IT back in those early days? Was it just that we didn't differentiate among the competencies? Or, that it took most organizations walking through the "I" components and the "T" components before they understood the "K" aspects?

Ed O`Neal: One perspective: It seems that the rate of change in IT capabilities during the 90s caused the establishment on CIO roles to ensure companies we not left behind by competitors making huge IT investments. IT systems and tools seemed to make IM processes easier but didn't turn information into usuable business knowledge...hence the transition to KM.

Denise : Doug - yes, please, share this article. This point you've just made is critical to establishing a knowledge society. Drew - let's see if we can post this article when Doug sends the reference.

Denise : Ed - so today the competitive point should be the rate at which an organization is creating usable business knowledge - innovation. Does that lead to CKO's or to Chief Innovation Officers in the future? Is this a cycle we may repeat with the "k" in the background again?

Ed O`Neal: Enabling the sharing of usable business knowledge within the organization is my team's focus. Innovation is the real prize in a knowledge sharing and learning organization. I have met people who work in companies where KM and innovation belong to the same function...makes sense although, there is the natural tension to improve the here and now versus the next technological or process breakthrough. Home runs versus lots of singles...

Jay Liebowitz: Hi Doug: I enjoyed your talk. What differences do you see in KM practice abroad in your travels versus in the US?

Annie Green: Doug, the last slide was wonderful. Please expand on how you envision the relationship between the certifications and University curriculums and degrees. thanks
